The TIMED (Transportation Infrastructure Model for Economic Development) Program is the single largest transportation program in state history. The TIMED Program was created by Act 16 of the 1989 Louisiana Legislature and was voted for by the people. The $5.2 billion improvement program includes widening 536 miles of state highways to four lanes on 11 project corridors, widening and/or new construction on major bridges spanning the Mississippi River and improvements to both the Port of New Orleans and Louis Armstrong International Airport. The program is designed to enhance economic development and improve evacuation routes and safety through an investment in infrastructure and is managed by Louisiana TIMED Managers (LTM), a joint venture of GEC Inc., PB Americas Inc., and THE LPA GROUP INCORPORATED
Louisiana TIMED Managers (LTM) serve as an extension of the Louisiana Department of Transportation & Development (LA DOTD). LTM is under contract to the LA DOTD to manage the TIMED Program in order to accelerate the completion of these projects. In addition to handling financial administration, LTM also performs project management, public outreach, right-of-way acquisition, utility construction, design consulting and construction oversight on some of the projects.
