National Engineers Week, an annual celebration for the field of engineering and week
dedicated to educating others on the contributions on engineers worldwide.&lt;span style="mso-spacerun: yes"&gt;&amp;nbsp; &lt;/span&gt;Each
Engineers Week, there is a special day devoted to encouraging girls to explore engineering.&lt;span style="mso-spacerun: yes"&gt;&amp;nbsp; &lt;/span&gt;Women
make up only 10 percent of the engineering profession and are significantly underrepresented
in engineering collegiate study programs.&lt;span style="mso-spacerun: yes"&gt;&amp;nbsp; &lt;/span&gt;“Introduce
a Girl to Engineering” Day was created to help further awareness for the lack of women
in the field.&lt;span style="mso-spacerun: yes"&gt;&amp;nbsp; &lt;/span&gt;&lt;/font&gt;&lt;/font&gt;&lt;/font&gt;
&lt;/p&gt;
&lt;p class=MsoNormal style="MARGIN: 0in 0in 0pt"&gt;&lt;?xml:namespace prefix = o ns = "urn:schemas-microsoft-com:office:office" /&gt;
&lt;o:p&gt;
&lt;font face="Times New Roman" color=#000000 size=3&gt;&amp;nbsp;&lt;/font&gt;

’s TIMED Program is working to better transportation routes and enhance economic development
around the state of 
&lt;st1:State w:st="on"&gt;
&lt;st1:place w:st="on"&gt;Louisiana&lt;/st1:place&gt;
&lt;/st1:State&gt;
.&lt;span style="mso-spacerun: yes"&gt;&amp;nbsp; &lt;/span&gt;But what good are these benefits if 
&lt;st1:State w:st="on"&gt;
&lt;st1:place w:st="on"&gt;Louisiana&lt;/st1:place&gt;
&lt;/st1:State&gt;
’s children grow up and move away and never get to experience what TIMED has brought
to the state.&lt;span style="mso-spacerun: yes"&gt;&amp;nbsp; &lt;/span&gt;Educating children and
showing them the real-life applications of important careers helps them make choices
and decisions that can keep them here, in Louisiana, and keep them contributing to
our state.&lt;span style="mso-spacerun: yes"&gt;&amp;nbsp; &lt;/span&gt;&lt;/font&gt;&lt;/font&gt;&lt;/font&gt;
&lt;/p&gt;
&lt;p class=MsoNormal style="MARGIN: 0in 0in 0pt"&gt;
&lt;o:p&gt;
&lt;font face="Times New Roman" color=#000000 size=3&gt;&amp;nbsp;&lt;/font&gt;
&lt;/o:p&gt;

&lt;p class=MsoNormal style="MARGIN: 0in 0in 0pt"&gt;
&lt;font size=3&gt;&lt;font color=#000000&gt;&lt;font face="Times New Roman"&gt;On behalf of the TIMED
Program, LTM spent Engineers Week working with 
&lt;st1:City w:st="on"&gt;
&lt;st1:place w:st="on"&gt;Baton Rouge&lt;/st1:place&gt;
&lt;/st1:City&gt;
public middle schools, specifically 7&lt;sup&gt;th&lt;/sup&gt; and 8&lt;sup&gt;th&lt;/sup&gt; grade girls.&lt;span style="mso-spacerun: yes"&gt;&amp;nbsp; &lt;/span&gt;The
goal was to talk to the girls and help them understand that engineering is not just
for boys and is far more than math and science – all notions that studies have found
are believed by teen girls.&lt;span style="mso-spacerun: yes"&gt;&amp;nbsp; &lt;/span&gt;Teaching
the children about corporate responsibility was another benefit to the week.&lt;span style="mso-spacerun: yes"&gt;&amp;nbsp; &lt;/span&gt;Explaining
to the students that we were there because we wanted to be there and because it was
important to our company helps instill good citizenship and showing the value in volunteering
and mentoring.&lt;span style="mso-spacerun: yes"&gt;&amp;nbsp; &lt;/span&gt;Skills that are just as
important as those taught by textbooks.&lt;span style="mso-spacerun: yes"&gt;&amp;nbsp; &lt;/span&gt;&lt;/font&gt;&lt;/font&gt;&lt;/font&gt;
&lt;/p&gt;
&lt;p class=MsoNormal style="MARGIN: 0in 0in 0pt"&gt;
&lt;o:p&gt;
&lt;font face="Times New Roman" color=#000000 size=3&gt;&amp;nbsp;&lt;/font&gt;
&lt;/o:p&gt;
&lt;/p&gt;
&lt;p class=MsoNormal style="MARGIN: 0in 0in 0pt"&gt;
&lt;font size=3&gt;&lt;font color=#000000&gt;&lt;font face="Times New Roman"&gt;By the end of the week,
more than 400 girls had been introduced to engineering.&lt;span style="mso-spacerun: yes"&gt;&amp;nbsp; &lt;/span&gt;They
heard a real-life female engineer tell them of the challenges of being a woman in
a male-centric field, but also the rewards of an exciting, well-paying career in engineering.&lt;span style="mso-spacerun: yes"&gt;&amp;nbsp; &lt;/span&gt;They
watched a video teaching them how engineers can create clean water for children in
other countries who do not have the luxury of clean water in their homes and schools.
And then they were able to visualize how engineers have fun – by playing the wood
block game, Jenga.&lt;span style="mso-spacerun: yes"&gt;&amp;nbsp; &lt;/span&gt;A game that could
not be more appropriate for a group of future female engineers as the game was invented
by a woman and was named for the Swahili word for “to build”.&lt;span style="mso-spacerun: yes"&gt;&amp;nbsp; &lt;/span&gt;As
the activity began, the towers were to represent a bridge tower, similar to the ones
that will be holding up the new 
&lt;st1:place w:st="on"&gt;
&lt;st1:PlaceName w:st="on"&gt;John&lt;/st1:PlaceName&gt;
&lt;st1:PlaceName w:st="on"&gt;James&lt;/st1:PlaceName&gt;
&lt;st1:PlaceName w:st="on"&gt;Audubon&lt;/st1:PlaceName&gt;
&lt;st1:PlaceType w:st="on"&gt;Bridge&lt;/st1:PlaceType&gt;
&lt;/st1:place&gt;
near St. Francisville.&lt;span style="mso-spacerun: yes"&gt;&amp;nbsp; &lt;/span&gt;The students were
to test the strength of their towers by removing blocks and engineering the tower
to be lighter, less expensive and visually appealing.&lt;span style="mso-spacerun: yes"&gt;&amp;nbsp; &lt;/span&gt;As
the towers began to fall, the girls realized what engineers go through when they are
testing for wind strength, weight loads and forces of gravity – sometimes a design
doesn’t work.&lt;span style="mso-spacerun: yes"&gt;&amp;nbsp; &lt;/span&gt;&lt;/font&gt;&lt;/font&gt;&lt;/font&gt;
&lt;/p&gt;
&lt;p class=MsoNormal style="MARGIN: 0in 0in 0pt"&gt;

&lt;font face="Times New Roman" color=#000000 size=3&gt;&amp;nbsp;&lt;/font&gt;

&lt;font size=3&gt;&lt;font color=#000000&gt;&lt;font face="Times New Roman"&gt;As we crowned the Jenga
Queens each day, I realized the importance of our effort went far beyond the hour
we were given with the girls that day.&lt;span style="mso-spacerun: yes"&gt;&amp;nbsp; &lt;/span&gt;In
just 60 minutes, we helped show the girls the power of teamwork and application of
knowledge.&lt;span style="mso-spacerun: yes"&gt;&amp;nbsp; &lt;/span&gt;And the true meaning of “Girl
Power”.&lt;span style="mso-spacerun: yes"&gt;&amp;nbsp; &lt;/span&gt;In pre-surveys the girls often
indicated they did not think they liked engineering as it related to building things.&lt;span style="mso-spacerun: yes"&gt;&amp;nbsp; &lt;/span&gt;And
yet Jenga showed them they can build things, engineer things and it could be fun.&lt;span style="mso-spacerun: yes"&gt;&amp;nbsp; &lt;/span&gt;&lt;/font&gt;&lt;/font&gt;&lt;/font&gt;
&lt;/p&gt;
&lt;p class=MsoNormal style="MARGIN: 0in 0in 0pt"&gt;

of the schools, the effort was made whole when a student came up to me and said “Thank
you for this.&lt;span style="mso-spacerun: yes"&gt;&amp;nbsp; &lt;/span&gt;I really think this is
something I want to do.”&lt;span style="mso-spacerun: yes"&gt;&amp;nbsp; &lt;/span&gt;

“TIMED 2 Explore Engineering” website is available to all students and discuses how
to become an engineer and what engineers do.&lt;span style="mso-spacerun: yes"&gt;&amp;nbsp; &lt;/span&gt;Visit &lt;/font&gt;&lt;a href="http://www.timedla.com/explore"&gt;&lt;font face="Times New Roman" color=#800080 size=3&gt;www.timedla.com/explore&lt;/font&gt;&lt;/a&gt;&lt;font size=3&gt;&lt;font color=#000000&gt;&lt;font face="Times New Roman"&gt; to
show your teen the world of engineering.&lt;span style="mso-spacerun: yes"&gt;&amp;nbsp; &lt;/span&gt;LTM
will be furthering the campaign in fall 2008 as education programs are scheduled for
public schools along TIMED routes.&lt;span style="mso-spacerun: yes"&gt;&amp;nbsp; &lt;/span&gt;

am very excited to share with each of you some of the information we will be announcing.&lt;span style="mso-spacerun: yes"&gt;&amp;nbsp; &lt;/span&gt;So
excited that I just can’t wait for it to come back from the printer.&lt;span style="mso-spacerun: yes"&gt;&amp;nbsp; &lt;/span&gt;&lt;/font&gt;&lt;/font&gt;&lt;/font&gt;
&lt;/p&gt;
&lt;p class=MsoNormal style="MARGIN: 0in 0in 0pt"&gt;

than 1,400 
&lt;st1:State w:st="on"&gt;
&lt;st1:place w:st="on"&gt;Louisiana&lt;/st1:place&gt;
&lt;/st1:State&gt;
residents are hard at work on the TIMED Program.&lt;span style="mso-spacerun: yes"&gt;&amp;nbsp; &lt;/span&gt;From
driving paving machines to designing the new highways, Louisianans are benefiting
from good jobs.&lt;span style="mso-spacerun: yes"&gt;&amp;nbsp; &lt;/span&gt;And 
&lt;st1:State w:st="on"&gt;Louisiana&lt;/st1:State&gt;
is benefiting because those 1,400 people who are paid with 
&lt;st1:State w:st="on"&gt;
&lt;st1:place w:st="on"&gt;Louisiana&lt;/st1:place&gt;
&lt;/st1:State&gt;
tax dollars are living and spending their money within our state.&lt;span style="mso-spacerun: yes"&gt;&amp;nbsp; &lt;/span&gt;Our
tax dollars are building our roads, paying our local workers and staying in our economy.&lt;span style="mso-spacerun: yes"&gt;&amp;nbsp; &lt;/span&gt;Just
as the TIMED Program was designed.&lt;span style="mso-spacerun: yes"&gt;&amp;nbsp; &lt;/span&gt;&lt;/font&gt;&lt;/font&gt;&lt;/font&gt;
&lt;/p&gt;
&lt;p class=MsoNormal style="MARGIN: 0in 0in 0pt"&gt;
&lt;o:p&gt;
&lt;font face="Times New Roman" color=#000000 size=3&gt;&amp;nbsp;&lt;/font&gt;
&lt;/o:p&gt;
&lt;/p&gt;
&lt;p class=MsoNormal style="MARGIN: 0in 0in 0pt"&gt;
&lt;font size=3&gt;&lt;font color=#000000&gt;&lt;font face="Times New Roman"&gt;TIMED was created in
1989 to invest tax dollars into building 
&lt;st1:State w:st="on"&gt;
&lt;st1:place w:st="on"&gt;Louisiana&lt;/st1:place&gt;
&lt;/st1:State&gt;
’s infrastructure and to provide local jobs.&lt;span style="mso-spacerun: yes"&gt;&amp;nbsp; &lt;/span&gt;To
ensure those jobs were available, in 1991 a legislative amendment was passed requiring
that 80 percent of all TIMED contracts be staffed with 
&lt;st1:State w:st="on"&gt;
&lt;st1:place w:st="on"&gt;Louisiana&lt;/st1:place&gt;
&lt;/st1:State&gt;
workers.&lt;span style="mso-spacerun: yes"&gt;&amp;nbsp; &lt;/span&gt;At the close of fiscal year
2007 (FY 2007), 87 percent of TIMED workers are 
&lt;st1:State w:st="on"&gt;
&lt;st1:place w:st="on"&gt;Louisiana&lt;/st1:place&gt;
&lt;/st1:State&gt;
residents.&lt;span style="mso-spacerun: yes"&gt;&amp;nbsp;&amp;nbsp; &lt;/span&gt;The TIMED Program is
meeting expectations.&lt;span style="mso-spacerun: yes"&gt;&amp;nbsp; &lt;/span&gt;&lt;/font&gt;&lt;/font&gt;&lt;/font&gt;
&lt;/p&gt;
&lt;p class=MsoNormal style="MARGIN: 0in 0in 0pt"&gt;
&lt;o:p&gt;
&lt;font face="Times New Roman" color=#000000 size=3&gt;&amp;nbsp;&lt;/font&gt;
&lt;/o:p&gt;
&lt;/p&gt;
&lt;p class=MsoNormal style="MARGIN: 0in 0in 0pt"&gt;
&lt;font size=3&gt;&lt;font color=#000000&gt;&lt;font face="Times New Roman"&gt;And these workers are
delivering results.&lt;span style="mso-spacerun: yes"&gt;&amp;nbsp; &lt;/span&gt;In FY 2007, 62 additional
miles of TIMED roadways were opened to traffic in record time.&lt;span style="mso-spacerun: yes"&gt;&amp;nbsp; &lt;/span&gt;TIMED
construction contracts are now being completed months, and sometimes as much as a
year, sooner than in days past thanks to new contracting methods.&lt;span style="mso-spacerun: yes"&gt;&amp;nbsp; &lt;/span&gt;FY
2007 also saw another 97 miles of TIMED highways begin construction, moving TIMED
along to having more than 85 percent of the Program complete or under construction.&lt;span style="mso-spacerun: yes"&gt;&amp;nbsp; &lt;/span&gt;&lt;/font&gt;&lt;/font&gt;&lt;/font&gt;
&lt;/p&gt;
&lt;p class=MsoNormal style="MARGIN: 0in 0in 0pt"&gt;
&lt;o:p&gt;
&lt;font face="Times New Roman" color=#000000 size=3&gt;&amp;nbsp;&lt;/font&gt;

areas can intimidate drivers and nervous drivers can create hazards. &lt;span style="mso-spacerun: yes"&gt;&amp;nbsp;&lt;/span&gt;&lt;?xml:namespace prefix = o ns = "urn:schemas-microsoft-com:office:office" /&gt;
&lt;o:p&gt;&lt;/o:p&gt;
&lt;/font&gt;&lt;/span&gt;

’s TIMED Program launched “TIMED to Drive Safe,” a public awareness campaign promoting
National Work Zone Safety Awareness Week, April 2-6, 2007.&lt;span style="mso-spacerun: yes"&gt;&amp;nbsp; &lt;/span&gt;The
national effort is held each year to help encourage safe driving in construction areas. &lt;span style="mso-spacerun: yes"&gt;&amp;nbsp;&lt;/span&gt;
&lt;st1:State w:st="on"&gt;
&lt;st1:place w:st="on"&gt;Louisiana&lt;/st1:place&gt;
&lt;/st1:State&gt;
’s TIMED Program wanted to carry that message to a specific audience:&lt;span style="mso-spacerun: yes"&gt;&amp;nbsp; &lt;/span&gt;teen
drivers. &lt;span style="mso-spacerun: yes"&gt;&amp;nbsp;&lt;/span&gt;
&lt;o:p&gt;&lt;/o:p&gt;
&lt;/font&gt;&lt;/span&gt;
&lt;/p&gt;
&lt;p class=MsoNormal style="MARGIN: 0in 0in 0pt"&gt;

been found to have the highest collision rate of any demographic of driver, and traffic
crashes are the number one killer of American teenagers, according to the National
Highway Traffic Safety Administration (NHTSA).&lt;o:p&gt;&lt;/o:p&gt;
&lt;/span&gt;
&lt;/p&gt;
&lt;p class=MsoNormal style="MARGIN: 0in 0in 0pt"&gt;
&lt;span style="FONT-SIZE: 10pt; COLOR: black; FONT-FAMILY: Arial"&gt;
&lt;o:p&gt;&amp;nbsp;&lt;/o:p&gt;
&lt;/span&gt;
&lt;/p&gt;
&lt;p class=MsoNormal style="MARGIN: 0in 0in 0pt"&gt;
&lt;span style="FONT-SIZE: 10pt; COLOR: black; FONT-FAMILY: Arial"&gt;We have more than
45 public high schools along TIMED Program routes and most of them are accessed directly
off of the TIMED routes.&lt;span style="mso-spacerun: yes"&gt;&amp;nbsp; &lt;/span&gt;These routes
are often under construction for extended periods of time and teens driving to and
from school need to be aware of specific issues related to work zone safety.&lt;span style="mso-spacerun: yes"&gt;&amp;nbsp; &lt;/span&gt;

to say that 45 schools responded to our invitation to participate in the safety campaign
and this resulted in more than 4,600 students receiving an educational brochure and
promotional item.&lt;span style="mso-spacerun: yes"&gt;&amp;nbsp; &lt;/span&gt;Teachers were also
given facts and statistics to supplement curriculum and highlight driver safety, with
a focus on work zone safety&lt;o:p&gt;&lt;/o:p&gt;

Governor taped a special message reminding motorists to pay special attention to construction

message of work zone safety and even went on-camera for local news interviews on the

Joe Salter showed his support as well, joining students at

over the last several months, you know the state’s road conditions and transportation
needs have been big news.&lt;/font&gt;

&lt;/p&gt;

&lt;font face="Times New Roman" color=#000000 size=3&gt;Business and civic leaders from
communities across the state have bound together in an effort to raise awareness of
the deplorable road conditions and multi-billion (yeah, $14 billion and counting)
backlog in needs and repairs. &lt;/font&gt;

&lt;p class=MsoNormal style="MARGIN: 0in 0in 0pt"&gt;
&lt;o:p&gt;
&lt;font face="Times New Roman" color=#000000 size=3&gt;&amp;nbsp;&lt;/font&gt;

&lt;p class=MsoNormal style="MARGIN: 0in 0in 0pt"&gt;
&lt;font face="Times New Roman" color=#000000 size=3&gt;&lt;?xml:namespace prefix = st1 ns = "urn:schemas-microsoft-com:office:smarttags" /&gt;It’s
a public relations push not witnessed in recent years and one that stands to reap
huge benefits—increased dollars, innovative funding sources and best of all, a new
way of thinking—when it comes to new transportation infrastructure in 
&lt;st1:place w:st="on"&gt;
&lt;st1:State w:st="on"&gt;Louisiana&lt;/st1:State&gt;
&lt;/st1:place&gt;
. &lt;/font&gt;
&lt;/p&gt;
&lt;p class=MsoNormal style="MARGIN: 0in 0in 0pt"&gt;
&lt;o:p&gt;
&lt;font face="Times New Roman" color=#000000 size=3&gt;&amp;nbsp;&lt;/font&gt;
&lt;/o:p&gt;
&lt;/p&gt;
&lt;p class=MsoNormal style="MARGIN: 0in 0in 0pt"&gt;
&lt;font face="Times New Roman" color=#000000 size=3&gt;People are talking…and that’s a
huge first step…given the Legislature faces the largest budget surplus in state history
when it convenes later this month. &lt;/font&gt;
&lt;/p&gt;
&lt;p class=MsoNormal style="MARGIN: 0in 0in 0pt"&gt;
&lt;o:p&gt;
&lt;font face="Times New Roman" color=#000000 size=3&gt;&amp;nbsp;&lt;/font&gt;
&lt;/o:p&gt;
&lt;/p&gt;
&lt;p class=MsoNormal style="MARGIN: 0in 0in 0pt"&gt;
&lt;font face="Times New Roman" color=#000000 size=3&gt;The Louisiana Department of Transportation
and Development (LA DOTD) has been promised $400 million of the surplus, however it’s
a mere drop in the bucket when compared to the mountainous backlog. &lt;/font&gt;
&lt;/p&gt;
&lt;p class=MsoNormal style="MARGIN: 0in 0in 0pt"&gt;
&lt;o:p&gt;
&lt;font face="Times New Roman" color=#000000 size=3&gt;&amp;nbsp;&lt;/font&gt;
&lt;/o:p&gt;
&lt;/p&gt;
&lt;p class=MsoNormal style="MARGIN: 0in 0in 0pt"&gt;
&lt;font face="Times New Roman" color=#000000 size=3&gt;The opportunity to invest in our
state’s poor roads and bridges is now. &lt;/font&gt;
&lt;/p&gt;
&lt;p class=MsoNormal style="MARGIN: 0in 0in 0pt"&gt;
&lt;o:p&gt;
&lt;font face="Times New Roman" color=#000000 size=3&gt;&amp;nbsp;&lt;/font&gt;
&lt;/o:p&gt;
&lt;/p&gt;
&lt;p class=MsoNormal style="MARGIN: 0in 0in 0pt"&gt;
&lt;font size=3&gt;&lt;font color=#000000&gt;&lt;font face="Times New Roman"&gt;

, unlike many other states, has progressive legislation in place to utilize innovative
financing methods to fund and construct new infrastructure. Recently passed public-private
partnership legislation allows the LA DOTD to use private investors to fund new highway,
bridges and other facilities.&lt;/font&gt;&lt;/font&gt;&lt;/font&gt;
&lt;/p&gt;
&lt;p class=MsoNormal style="MARGIN: 0in 0in 0pt"&gt;
&lt;o:p&gt;
&lt;font face="Times New Roman" color=#000000 size=3&gt;&amp;nbsp;&lt;/font&gt;
&lt;/o:p&gt;
&lt;/p&gt;
&lt;p class=MsoNormal style="MARGIN: 0in 0in 0pt"&gt;
&lt;font face="Times New Roman" color=#000000 size=3&gt;With investors waiting, finding
a dedicated funding source is the main obstacle to construction. &lt;/font&gt;
&lt;/p&gt;
&lt;p class=MsoNormal style="MARGIN: 0in 0in 0pt"&gt;
&lt;o:p&gt;
&lt;font face="Times New Roman" color=#000000 size=3&gt;&amp;nbsp;&lt;/font&gt;
&lt;/o:p&gt;
&lt;/p&gt;
&lt;p class=MsoNormal style="MARGIN: 0in 0in 0pt"&gt;
&lt;font face="Times New Roman" color=#000000 size=3&gt;Tolls are a great option for infrastructure
built for increased capacity—additional interstate lanes, bypasses around cities,
etc.&lt;/font&gt;
&lt;/p&gt;
&lt;p class=MsoNormal style="MARGIN: 0in 0in 0pt"&gt;
&lt;o:p&gt;
&lt;font face="Times New Roman" color=#000000 size=3&gt;&amp;nbsp;&lt;/font&gt;
&lt;/o:p&gt;
&lt;/p&gt;
&lt;p class=MsoNormal style="MARGIN: 0in 0in 0pt"&gt;
&lt;font face="Times New Roman" color=#000000 size=3&gt;Like the TIMED Program, a dedicated
gasoline and motor fuels tax is another option and is paid by all who buy fuel at
the pump…including out-of-state motorists who comprise a large percentage of interstate
travelers.&lt;/font&gt;
&lt;/p&gt;
&lt;p class=MsoNormal style="MARGIN: 0in 0in 0pt"&gt;
&lt;o:p&gt;
&lt;font face="Times New Roman" color=#000000 size=3&gt;&amp;nbsp;&lt;/font&gt;

the TIMED Program sold $1.1 billion in bonds.&lt;span style="mso-spacerun: yes"&gt;&amp;nbsp; &lt;/span&gt;That’s
billion….with a B.&lt;span style="mso-spacerun: yes"&gt;&amp;nbsp; &lt;/span&gt;That’s a lot of money
we can use to build TIMED roads and bridges.&lt;span style="mso-spacerun: yes"&gt;&amp;nbsp; &lt;/span&gt;&lt;/font&gt;&lt;/font&gt;&lt;/font&gt;
&lt;/p&gt;
&lt;p class=MsoNormal style="MARGIN: 0in 0in 0pt"&gt;&lt;?xml:namespace prefix = o ns = "urn:schemas-microsoft-com:office:office" /&gt;
&lt;o:p&gt;
&lt;font face="Times New Roman" color=#000000 size=3&gt;&amp;nbsp;&lt;/font&gt;
&lt;/o:p&gt;
&lt;/p&gt;
&lt;p class=MsoNormal style="MARGIN: 0in 0in 0pt"&gt;
&lt;font size=3&gt;&lt;font color=#000000&gt;&lt;font face="Times New Roman"&gt;The TIMED Program began
with a boost from a bond sale back in 1990.&lt;span style="mso-spacerun: yes"&gt;&amp;nbsp; &lt;/span&gt;From
there, projects were funded as the $0.04 per gallon TIMED gas and special fuels tax
was collected.&lt;span style="mso-spacerun: yes"&gt;&amp;nbsp; &lt;/span&gt;Needless to say, it can
take a long time for four pennies to add up in the bank and be available to fund design,
right-of-way acquisition and construction of a highway.&lt;span style="mso-spacerun: yes"&gt;&amp;nbsp; &lt;/span&gt;&lt;/font&gt;&lt;/font&gt;&lt;/font&gt;
&lt;/p&gt;
&lt;p class=MsoNormal style="MARGIN: 0in 0in 0pt"&gt;
&lt;o:p&gt;
&lt;font face="Times New Roman" color=#000000 size=3&gt;&amp;nbsp;&lt;/font&gt;
&lt;/o:p&gt;
&lt;/p&gt;
&lt;p class=MsoNormal style="MARGIN: 0in 0in 0pt"&gt;
&lt;font size=3&gt;&lt;font color=#000000&gt;&lt;font face="Times New Roman"&gt;In 2003, the TIMED Program
was fully converted to a bond-financed program.&lt;span style="mso-spacerun: yes"&gt;&amp;nbsp; &lt;/span&gt;&lt;?xml:namespace prefix = st1 ns = "urn:schemas-microsoft-com:office:smarttags" /&gt;By
allowing the sale of bonds, the state of 
&lt;st1:State w:st="on"&gt;
&lt;st1:place w:st="on"&gt;Louisiana&lt;/st1:place&gt;
&lt;/st1:State&gt;
accelerated the TIMED Program by 19+ years.&lt;span style="mso-spacerun: yes"&gt;&amp;nbsp; &lt;/span&gt;Bonds
are a way for the state to borrow money.&lt;span style="mso-spacerun: yes"&gt;&amp;nbsp; &lt;/span&gt;Just
like you and I borrow money to buy houses, cars, furniture, college educations – the
TIMED Program needed to borrow money to have enough funding to build all of the TIMED
projects more quickly. &lt;span style="mso-spacerun: yes"&gt;&amp;nbsp;&lt;/span&gt;Imagine if we
all had to save our pennies and have 100% of the funding necessary before we could
build a house, buy a car or go to college??&lt;span style="mso-spacerun: yes"&gt;&amp;nbsp; &lt;/span&gt;For
most of us, that day would take forever to get here. &lt;span style="mso-spacerun: yes"&gt;&amp;nbsp;&lt;/span&gt;Same
concept applies to TIMED.&lt;span style="mso-spacerun: yes"&gt;&amp;nbsp; &lt;/span&gt;&lt;/font&gt;&lt;/font&gt;&lt;/font&gt;
&lt;/p&gt;
&lt;p class=MsoNormal style="MARGIN: 0in 0in 0pt"&gt;
&lt;o:p&gt;
&lt;font face="Times New Roman" color=#000000 size=3&gt;&amp;nbsp;&lt;/font&gt;
&lt;/o:p&gt;
&lt;/p&gt;
&lt;p class=MsoNormal style="MARGIN: 0in 0in 0pt"&gt;
&lt;font size=3&gt;&lt;font color=#000000&gt;&lt;font face="Times New Roman"&gt;TIMED bonds are seen
as a good investment by institutional and private investors because they are lower
risk (than say stocks), have a guaranteed rate of return, include tax benefits and
are secured by the 
&lt;st1:State w:st="on"&gt;
&lt;st1:place w:st="on"&gt;Louisiana&lt;/st1:place&gt;
&lt;/st1:State&gt;
gasoline taxes, so investors know they will be paid back.&lt;span style="mso-spacerun: yes"&gt;&amp;nbsp; &lt;/span&gt;Since
2003, 
&lt;st1:State w:st="on"&gt;
&lt;st1:place w:st="on"&gt;Louisiana&lt;/st1:place&gt;
&lt;/st1:State&gt;
has sold more than $1.8 billion (again, billion with a “B”) in bonds.&lt;span style="mso-spacerun: yes"&gt;&amp;nbsp; &lt;/span&gt;This
debt has enabled the Program to complete 79 miles of roadway widening and start widening
an additional 141 miles of TIMED roads. &lt;span style="mso-spacerun: yes"&gt;&amp;nbsp;&lt;/span&gt;&lt;/font&gt;&lt;/font&gt;&lt;/font&gt;
&lt;/p&gt;
&lt;p class=MsoNormal style="MARGIN: 0in 0in 0pt"&gt;
&lt;o:p&gt;
&lt;font face="Times New Roman" color=#000000 size=3&gt;&amp;nbsp;&lt;/font&gt;
&lt;/o:p&gt;
&lt;/p&gt;
&lt;p class=MsoNormal style="MARGIN: 0in 0in 0pt"&gt;
&lt;font face="Times New Roman" color=#000000 size=3&gt;The recent $1.1 billion in bond
revenue will allow for $800 million in new construction lettings to occur in fiscal
year 2007. &lt;span style="mso-spacerun: yes"&gt;&amp;nbsp;&amp;nbsp;&lt;/span&gt;This bond revenue is
also allowing for the construction progress on the widening of the &lt;a href="http://www.hueypbridge.com"&gt;Huey
P. Long Bridge&lt;/a&gt; in Jefferson Parish and the progress on the new &lt;a href="http://www.audubonbridge.com"&gt;
&lt;st1:PlaceName w:st="on"&gt;John&lt;/st1:PlaceName&gt;
&lt;st1:PlaceName w:st="on"&gt;James&lt;/st1:PlaceName&gt;
&lt;st1:PlaceName w:st="on"&gt;Audubon&lt;/st1:PlaceName&gt;
&lt;st1:PlaceName w:st="on"&gt;Mississippi River&lt;/st1:PlaceName&gt;
&lt;st1:PlaceType w:st="on"&gt;Bridge&lt;/st1:PlaceType&gt;
&lt;/a&gt; north of 
&lt;st1:City w:st="on"&gt;
&lt;st1:place w:st="on"&gt;Baton Rouge&lt;/st1:place&gt;
&lt;/st1:City&gt;
.&lt;span style="mso-spacerun: yes"&gt;&amp;nbsp; &lt;/span&gt;This funding will also help pay for
engineering, utility relocation and right-of-acquisitions on 155 additional miles
of TIMED roadways and on the new high-level 
&lt;st1:place w:st="on"&gt;
&lt;a href="http://www.floridaavebridge.com"&gt;
&lt;st1:PlaceName w:st="on"&gt;Florida&lt;/st1:PlaceName&gt;

will come……is a mantra we can apply to the TIMED Program. &lt;span style="mso-spacerun: yes"&gt;&amp;nbsp;&lt;/span&gt;Without
improved transportation and the ability to move goods and people throughout a state,
new business can not thrive. &lt;span style="mso-spacerun: yes"&gt;&amp;nbsp;&lt;/span&gt;Just yesterday,
Governor Blanco announced that &lt;/font&gt;&lt;span style="COLOR: black"&gt;&lt;a href="http://www.gov.state.la.us/index.cfm?md=newsroom&amp;amp;tmp=detail&amp;amp;articleID=2392"&gt;JELD-WEN&lt;/a&gt;,
the world's largest manufacturer of reliable windows and doors, will build a door
facings plant in Winn Parish. &lt;span style="mso-spacerun: yes"&gt;&amp;nbsp;&lt;/span&gt;Well, TIMED
just so happens to be investing more than $200 million in widening the U.S. 167 corridor
in Winn Parish. &lt;span style="mso-spacerun: yes"&gt;&amp;nbsp;&lt;/span&gt;TIMED can’t take all
the credit, but without reliable transportation access, JELD-WEN would have a hard
time delivering those door facings to the rest of the world!&lt;o:p&gt;&lt;/o:p&gt;
&lt;/span&gt;&lt;/font&gt;&lt;/font&gt;
&lt;/p&gt;
&lt;p class=MsoNormal style="MARGIN: 0in 0in 0pt"&gt;

of 2005 affected our employees, our contractors and our projects. &lt;span style="mso-spacerun: yes"&gt;&amp;nbsp;&lt;/span&gt;The
hurricanes brought unexpected cost increases to the TIMED Program.&lt;span style="mso-spacerun: yes"&gt;&amp;nbsp; &lt;/span&gt;New
Orleans East, where the new 
&lt;st1:place w:st="on"&gt;
&lt;st1:PlaceName w:st="on"&gt;Florida&lt;/st1:PlaceName&gt;
&lt;st1:PlaceName w:st="on"&gt;Avenue&lt;/st1:PlaceName&gt;
&lt;st1:PlaceType w:st="on"&gt;Bridge&lt;/st1:PlaceType&gt;
&lt;/st1:place&gt;
corridor is located, was completely flooded and underwater after Hurricane Katrina.&lt;span style="mso-spacerun: yes"&gt;&amp;nbsp; &lt;/span&gt;TIMED
routes U.S. 171 and U.S. 165 were used for evacuation routes. Construction workers
were displaced.&lt;span style="mso-spacerun: yes"&gt;&amp;nbsp; &lt;/span&gt;Construction equipment
was destroyed.&lt;span style="mso-spacerun: yes"&gt;&amp;nbsp; &lt;/span&gt;Construction materials
became scarce.&lt;span style="mso-spacerun: yes"&gt;&amp;nbsp; &lt;/span&gt;We are all still recovering,
rebuilding, restoring. &lt;/font&gt;
&lt;/p&gt;
&lt;p class=MsoNormal style="MARGIN: 0in 0in 0pt"&gt;&lt;?xml:namespace prefix = o ns = "urn:schemas-microsoft-com:office:office" /&gt;
&lt;o:p&gt;
&lt;font face="Times New Roman" color=#000000 size=3&gt;&amp;nbsp;&lt;/font&gt;
&lt;/o:p&gt;
&lt;/p&gt;

day.&lt;span style="mso-spacerun: yes"&gt;&amp;nbsp; &lt;/span&gt;The TIMED Program is releasing the
Fiscal Year 2006 (FY 2006) annual report highlighting the accomplishments of the past
year.&lt;span style="mso-spacerun: yes"&gt;&amp;nbsp; &lt;/span&gt;The past year which includes the
time period the hurricanes hit and caused so much damage. &lt;span style="mso-spacerun: yes"&gt;&amp;nbsp;&lt;/span&gt;I
am proud to be releasing a document that shows what hard work, commitment and perseverance
can accomplish.&lt;span style="mso-spacerun: yes"&gt;&amp;nbsp; &lt;/span&gt;The men and women who
are dedicated to keeping the TIMED Program on an accelerated path to completion were
very successful in FY 2006. &lt;span style="mso-spacerun: yes"&gt;&amp;nbsp;&lt;/span&gt;&lt;/font&gt;&lt;/font&gt;&lt;/font&gt;
&lt;/p&gt;

’s TIMED Program is progressing and moving forward, despite the hurricanes of 2005. &lt;span style="mso-spacerun: yes"&gt;&amp;nbsp;&lt;/span&gt;The
Fiscal Year 2005/06 Annual Report is being issued this week and is posted on our website
for your review. &lt;span style="mso-spacerun: yes"&gt;&amp;nbsp;&lt;/span&gt;We are very proud of
the accomplishments of the past year and are looking forward to another successful
year for 2007.&lt;/font&gt;&lt;/font&gt;&lt;/font&gt;
